工程师有义务检查承包商是否遵守了合同的要求。为此目的，他有权要求承包商提供任何承包商的信息及资料，包括机密信息，承包商必须提供。工程师要求的提供的信息及资料仅仅限于满足他的使用目的，不准许用来服务其他与他工作职责无关的事项。然而，尤其是在“黄皮书”中，承包商或分包商不希望透漏某些机密信息。如何既能满足工程师的检查义务的履行，又能不至于透漏某些秘密的信息？这一点取决于承包商和工程师的沟通和协调。承包商确有不得透漏的信息，最好在投标文件中事先声明。“银皮书”中有此类规定，即承包商可以在投标文件中声明某些信息不可透漏。如“银皮书”书1.12条规定，业主不能要求承包商向其透漏承包商在投标文件中列明的保密事项。

/Compliance with Laws
The contractor shall, in performing the contract, comply with applicable laws. Unless otherwise stated in the particular conditions:
(a)
the employer shall have obtain the planning, zoning or similar permission for the permanent works, and any other permissions described in the specification as having been obtain by the employer; and the employer shall indemnify and hold the contractor harmless against and form the consequences of any failure to do so; and
